Is there a plugin that disables username changes? There is a core feature to disable edit profile, but if that is on, people won't be able to upload profile/cover picture etc.

Each member group has an option to enable/disable the ability to change display names (and how often they can be changed)

You can find this in AdminCP > Members > Member Groups > click the pencil icon for each group as desired.
