I want to setup a few clubs as administrator, then disable future creation by any group other than admin.   But, every time I set the Maximum number of clubs allowed to create value to 0 and click save it defaults to unlimited.

 

0 is the same as unlimited behind the scenes. Instead of setting that option to "0", you should uncheck everything underneath "Can create clubs?".
