When customers add more than 1 item to their cart it don't create billing agreements for the items, it seems like they have to be separate transactions for it to create a billing agreement, would be nice to create them for each item they purchased instead of not creating one at all

Not sure PayPal supports the option to create multiple billing agreements at once. Have you researched this?
