using cron to batch email sending

Hi everyone,

Just wondering if it is possible to stop bulk emails from sending unless triggered by a cron job. For example, we have over 1500 members, but our hosting provider has a limit of 500 emails per hour. 

How, if at all, can I set it up so I trigger 100 emails every 15-20 minutes? 

I'm looking at options of reducing the number of members who actually receive bulk emails, but this would save me a lot of hassle down the track if things pick up and we get an influx of members.
