Go to your client area. Find Manage your community, and buy APP Pages.
With this APP you can realize your idea.

If yes, how to setup

Open Page Management, and click Pages - create new Page. Place your html code and save.

You can set permission only for your admin group while setting up your page.
Use the Manager Menu to place a button for this page in your navigation panel
