Please, when clubs will have their private or group topic option? 

The owner, or leader need this tool to offers support for their clubs members. 

Why not PM, because PM is somethings outside of the clubs, each clubs need their club brand communication and support. 

You mean something different than a Closed Club? A Closed Club is only visible to Club Members.

No, I mean inside the clubs, right now when you open a topic feature(is a forum), all clubs members can see the topic content, but can't create a topic that only can see by the member and the clubs moderators(owner and leaders).
