We'd like to prevent registrations during the early hours (GMT+0) so that people do not take advantage of the lack of moderator cover.

All we need is to specify the start and end time (based on GMT). We are happy to do this within the plugin XML if needed or to keep costs low.

Wouldn't it be much easier to set new registrations to moderation?

Sure, if we can hook in to this and set them during those early hours to be manually approved, that would be nicer than blocking them altogether.
