Has anyone used https://web.dev yet? i just tested one of my IPS sites

I literally just tested ten minutes ago! I didn't think it was working ...

My stats are virtually identical to yours.  

37 / 59 / 57 / 100

How to fix 10 one?

Comparing to the ones im seeing here, mine is not bad. But a lot of room to improve anyway.

EDIT: Top tip. Just by redoing the test you can increase performance...

Your performance score is pretty good. What are you running to achieve this with IPS? Server, database, caching, are you running 3rd party ads?
