If the "Return Key Behavior" option is enabled in the "Start new paragraph" in the "Editor Settings" section, I get a new paragraph as you have in the picture. If the "Go to next line" option is enabled, there is no empty line in the edit window and after clicking "Send message". Can be this a bug?
