Creating a forum using the API & caching

When I create a new forum using the API, no one (including unrestricted admins), can see it.
Even clearing the cache using the support, doesn't make the forum appear.
The only 'fix' I found is to click edit forum and save, but that defeats the point of the API, doesn't it?

I'm using redis for caching and IPB 4.3.5, if that matters in any way.

Send in a support ticket with step by step instructions.  This sounds more like a bug 

Is the issue because no one has permission to view it?
