I have the editor set to “Go to next line”, which displays fine in topics.

But, because the editor enters a blank <p> line in-between paragraphs, it shows 2 empty lines between paragraphs in emails for followed content.

It also does this in some apps that pull in content.

So emails and these apps look wrong with all that white space in-between paragraphs.

Surely, it’s not meant to be like this, and paragraphs should have one blank line in-between them everywhere, for consistency?

I'd recommend submitting a ticket so we can take a look at what you're reporting.
