Is someone already using it and can explain to me on how to set it all up. Generally im asking for

1) Do i constantly need to run a server so someone can buy it, or can they "start/create" it with an API call? 

2) Do i have to take care of something when i want to sell domains, or can i just sell them without thinking about it?

It's an antiquated feature that IPS is considering removing. You need a WHM/cPanel server to be able to run it. That server must have packages enabled that it can make calls to. That's all I'm aware of with this feature, as I do not personally use it.
