For forums already created:

AdminCP >> Forums >> Click the Edit button (pencil icon) on far right of forum name (make sure it is forum and not a category)

Then look for Icon (you then select or drag the image you want to use)

 

When creating a new forum (not category) then just select the image to use

It's not forum category, it's page database category I was referring to.
