LiquidFractal
My understanding is that .X updates rarely involve template changes. .X.X updates even less so (never?). But I'm not a dev so I'm really guessing in the end.

The theme diff tool is currently set to show the differences between 4.3.0 and 4.3.1, a really minor update. Click Show Differences and you'll see plenty of changes were made. I'd expect something similar for 4.3.1 to 4.3.2.

Ryan Ashbrook
Yes, it might take a bit before the theme differences tool updates.
