Content Promotion via Social Media

To whom it may concern,

I want to disallow the ability for members to register via social media,  it still be able to use the Promote feature. Previously in 4.2, all I had to do was disable Twitter as a login method after linking the appropriate account to my admin profile. That no longer works, and won't promote unless the Twitter login method is enabled. Can this be changed back?
