Filter by Tags - where is it?

Just a quick question: In the 4.3 announcement I found this:

Now I am looking at my 4.3 installation, but I cannot find such thing. I am probably looking at the wrong places, but where is this widget?

This is not widget.

Oh I see. Well, the announcement is a bit misleading. I was actually looking for some sort of widget or block that can be placed e.g. in the sidebar, where you then can filter forum topics by tags.
