Comment Control Bar Help

Is it possible to move the floating comment control bar (IPS 4 style) how it used to be in IPB 3 where it was fixed to the bottom of the post?

Any attempt to move the entire Ipsitemcontrol div broke the quote button, as well as with moving the Ipscomment_control <ul> element.

Any help would be appreciated. Thank you.
