Images in Gallery already support overlaid "notes" which you could use to tag users, although this won't act as a 'mention' and notify the user or show that any specific users have been tagged. For more independence rating of photo) Only administrators, moderators and owner see the author (or other groups - via settings of gallery). It is an app with great potential that is forgotten due the lack of links to other apps and lack of custom fields, for exemple.
