How to add a plugin block in the header of all pages?

I would like to add a plugin block to encourage visitors to register right after the main menu to all IPS pages (forum software and all pages databases).

Is it possible?

4.2 comes with a registration block.  Open up the Block Manager in your admin account and drag and drop the block wherever you want.
