The plug in Header Backround no longer works (well it does on one site, it borked the other one and I can't see a difference between the two), it's unsupported so I don't want to bug the author. The problem was not Header Background Image, it was something to do with some old themes hanging around. Deleting them fixed it. Thanks for the awesome support IPS!
