Ability to create widgets with any html/js code should be built into IPS core app.

You already can, if you're willing to use the template system.

Just create. new template called "block_whatever" with your desired content, and then call this using {template="block_whatever"} in other templates.

I know about this way, but it's definitely is not a solution.
We need just a simple widget, what could be easier?

Ah, looks like i picked a not exact term. It called "Block" in IPS.
