In the admincp, the "permanently delete content" option says:

"Deleted content can be viewed and restored in the ModeratorCP until it is permanently deleted. Does not apply to content deleted through the AdminCP."

Where are they supposed to be in the ModeratorCP? I don't see them.

Has your account mod permissions to managed deleted content?:) 

I assume so; I'm the administrator/board owner.

That doesn’t mean anything in IPS4? ( TBH I love the current implementation... An administrator isn’t automatically a moderator ) check your permissions in the ACP in the  Members > Moderators Page.

 

I'm a moderator as a secondary group and in my moderator permissions, "All Forums" is checked. I still don't see a place for deleted posts; only hidden ones, which I thought was already there.

Perhaps those hidden ones are the deleted posts you are looking for?

Could you please submit a ticket? I'd really like to take a look at your setup to see what's going on there

Nope. The posts I deleted (with the trashcan, not the hide eye) aren't anywhere I can find, but I did double check that too.
