Hello! You need this function:
  The user creates a new topic in the "section 1" (section can be any), but it falls into "section 0" (this topic includes topics from all sections). In the future, if the topic accumulates 100 positive reactions, then it goes back to "section 1". Is it possible at all? How much does it cost to develop this? I am ready to pay.
