permission to edit pages add blocks from front end but cannot access admin panel  ?

or restricting  one admin  to access admin panel?

Go to Admin CP - Members - Staff - Moderators -      <-- ( you can also create an admin with blocked functions )

Create a new moderator with a member account and "carefully" enable or disable the options he needs to see or options he can or can't do.
In the first tab I think you have the options you are looking for:


Can be ignored?
Off 
Additional to this moderator restriction, you can also disallow people to ignore members via a group setting.  
Can manage sidebar?
Off 
Can use IP tools?
Off
