Why are the guidelines not a link next to the Privacy Policy in the footer of the site?

You can manual add it using template or if clever make self simple hook so don’t need add to every theme.

All 4 - registration terms, privacy policy, guidelines and publishing/legal information - should be a default footer link and they should also become a default email templates footer link! 

Being I've just reorganized my menu tree and noticed that too. Might be a good suggestion for relocating the link to the footer.
