I'm using the IPS4.1.x (latest version). If the "Guest" permission or anything, then error message? Let's me know Sorry if my English isn't good. However if you go to the Admin CP, click on System, and then under the Site Features section, click on Applications. Click the arrow down under "System". You'll find Profiles there.
