ScheduledActions and Maintenance tasks return errors

Hi!

On my dev installation I have two tasks: ScheduledActions and Maintenance (I don't see them on my production forum):

I tried to run them manually, but got an error:

What does it mean, and how to fix it? All plugins and customizations are disabled. Cache is cleared.
