I was purchasing the $200 version of IPB and it told me I needed to wait a little while to get it approved. Within that time I realized I needed to pay for other things, so I went back to the pending order and cancelled it. The next day, $200 was still taken out of my paypal and I haven't heard from IPB since (this was 2 days ago). Is there any hope of a refund ASAP? I did not even touch the license or anything I have purchased yet. I need to wait a few weeks before I can afford IPB again.

I think this is a better approach to help you out as the forum is more for technical stuff all around instead of the purchases and license management for/of IPS ;)
