Anyways, I think it would be better if you started a ticket about this at your Client Area.

February 12, 20177 yr This I think is still related to the CSS problem that plagued the 3.4.x series to 4.x.x upgrade. While it's tricky to navigated, what you want to do is, go to customise > themes > designer's mode > enable that, you'll see the page refresh and the css should return to normal and set the default theme. This happened to me on a recent theme update for some odd reason.

Just enable the default theme, and enable designers mode, to see if it brings it back to normal. Then change themes, admincp and forums, if it works change back to your prefered theme and test them all to make sure they work.
