How is it possible to limit the size of attachments and the maximum number of groups?

Admin Control Panel > Members > Groups > (work through each group as needed, remembering to save any changes) >

Click the 'pencil' type icon on the right of a group to edit it > 'Content' tab > You can adjust attachment settings per group here.
