My locale is not listed

I have recently installed new ips installation on dreamcompute,

1. How I can make enlist the contries?

2. Some admin have experience about ips on DreamCompute? I choose subsonic size to start....when I make the copy of language to upload new afterward, I think the instance processor is a little slowly...vs VPS of Dreamhost(15.00 per month)

That part you show in Yellow.... when you click it, do any locales show up.

If not, you need to ask your Host to install locales on the server for the language(s) you want to use. Once they do that, the drop-down should show those locales.
