October 1, 20168 yr No, it's user-settable. When viewing the image itself, use the "Set As" menu in the upper right of the image container.

So, you cannot allow members to set a photo as a cover for an album without giving them the ability to edit ALL content. Well that's just dumb. Wasn't this an option in 3.x?
