Commerce: Restrict packages to certain locales

Hi, we offer some products in our store which cannot be sold in some states in the US.  It'd be nice if commerce packages could be configured to only allow purchases from certain locales, and then enforced at checkout, after the customer enters their shipping address.

Something like "The package <insert package title> cannot be shipped to your locale."
