I would like to send a bulk mail message to members in Validation status. You used to be able to do this. Is there a way with 4.x?

There was a bug on 4.1.12.X that was sending to everyone, including validating (those who didn't confirm the email address yet). It was fixed. So, if it was a bug, I presume you can't send to validating only.
