Topics tend to show up twice in my unread timeline because you have the "content" page and the "forum topic" page. Is there a way I can disable news items to show up as "new, unread" content for all members so they only see the "topic posted" as new content?

Why don't you disable the topic and leave the article? With the streams in v4 there's really no need for topic creation anymore imo, since the article appears in the same stream. When people click they go where intended, the article, instead of the topic where they have to click a link to see the full article.
