I have the following "fraud" rule setup to require that all purchases are manually approved by an admin:

 

However, a member with a subscription that was active prior to our recent migration from 3.4.9 to 4.1.8 was able to use their renewal invoice to pay for a new subscription without approval. 

Why didn't "Transaction amount = any" catch this and require a manual approval?

Any thoughts appreciated.

My assumption is that since it was a renewal. They would have already been approved. Meaning new/first transactions, not renewal invoice.

I eventually tracked it down - Billing Agreements, under PayPal, was enabled.
