The guides never say what the heck an  ipb wrapper is? I still don't get it. Thoughts?

That's a version 3 term where are you seeing it?

Is it not in the IP.Content 4 as well?

 

That's the version 3 name, Pages is the 4 name. And in Pages there is an html wrapper, and it is explained as: 

Use suite HTML wrapper REQUIRED
On 
Outputs your page within the suite header/footer wrapper. If you select 'No', you will be responsible for the full page html (including doctype, head, body, etc. tags)

Ya IP.Content 4/Pages, Content sounds better IMHO. Can't change the item but just the skin. Thanks for the aid @chilihead
