This must be the silliest of the questions... but is it possible to have gallery rating without reviews?

I can set rating ON and reviews OFF from the admin but doing so it becomes impossible to vote.

Yes, check album permissions in ACP under Gallery >> Categories >> (album name) >> Permissions >> Rate Images (checked)

they all have "rate image" permission, but still I can't vote if reviews are not activated, @chilihead

Tested, appears to be a bug. All I see is the greyed stars and no way to rate.

You should file in Tracker.

EDIT: I added the info to a related bug.

it turned out that you have to enable rating for each user group under:

members > groups > edit > content > ratings

very (very) counter intuitive, but it is what it is.
