Its saying my PHP version needs to be 5.3.0 or above but my version is 5.3.27 Unless im reading something wrong here i already meet the requirements. But like i said the upgrade process has stopped. I was on 5.4.30 and was told by upgrade check to upgrade php due to being end of life. so if youre on 5.3, you are way out of date. 5.6 is compatible, and still supported by php. You shoulds Contact your hosting provider or system administrator to ask for an upgrade . while I am in 5.3.3 , they certainly have not updated the explanation of the file ? The first problems was solved with "delete and reload the backup files" but yes... without the good php version you can't update but you will have some noises.
