How do I create new tabs in my nav bar?

I removed the applications I don't want to use, but I want to add a few tabs that redirect to different links.

 

For example, I want my nav bar to be "Forums" "Chat" "Members" "Rules"

and if you click on "Members" it takes you to 

http://www.leagueforums.org/search/?type=core_members

and if you click no "Rules" it takes you to the thread i put my rules on
