Memory exhausted when accessing IPB IN_DEV in localhost

Hello,

I'm having some difficulties to get DEV mode working on localhost.

I've followed every step here from the link https://community.invisionpower.com/4docs/advanced-usage/development/developer-mode-r70/ and whenever I try to access the IPB homepage, I am presented with this screen:

I can access Admin CP with no problems, and I can access the homepage if I disable the IN_DEV constant. I've tried to increase the memory limit, but it looks like it keeps consuming always to the maximum. I've already cleaned the cache in the hope it would help, but nope. No luck.

What am I missing here? Thanks!

Somehow disabling all plugins and applications seemd to get homepage working again.

However, now I am able to access the portal, but every page (including Admin CP) appears with no CSS at all. JavaScript works just fine, but CSS does not.

Any ideas? The generated url for generating CSSes looks like this:

However if I try to access it, a blank page is returned.
