Is there a way I can set the ACP to only use the Default IPS theme?

Yes. At the top in the admin are. Not the sidebar. Click on your name. Option is in there.

I did that already. For some reason it keeps switching back periodically. I am wondering if this is related somehow to other weird issues I am seeing.

Flush your local cache and cookies in your browser. What cache are you using on your server?
