In IPB 3.x there is a plugin that show users currently reading the post, is there such plugin for IPS4?

In 3.x it's not a plugin but a basic part of the software itself.

And in 4.1, open a topic and drag the 'Recently browsing' block in (from the block sidebar thingamijig) and save the change.
