Would it be possible in some future update to expand Announcement options so an announcement can be created for TOPIC?

I've read this several times and I still can't understand what you're asking, unfortunately. Please clarify. You want an announcement within a topic? Why?

Yes. Same reason as for forums or board announcements. In that specific topic I'd like to post some note at the top of it which would be read by everyone who access that specific topic.

why not just post it in the first post?

Because I don't like workarounds.

Announcement is much better visible.

Like the old Best Answer function it would pin the post to the top.

Before they removed the Feature Plan there was something called Content Highlights that stated it would highlight posts and pin to the top for multiple scenarios. Like Most Helpful, etc. Which could easily work for broni.

Not best answer specifically, but a new feature that will accommodate that and more - yes.
