Hello! How I can add a poll to existing topic? When I edit first topic I don't see Content and Poll tabs. Is it a bug?

But on this community I see this tabs. How I can enable it on my website?

System ->Settings->Posting->Polls

Time after content has been created that a poll can be added  -> mark 'Always'
