Cloud hosting - access to PHPMyAdmin to run Query on Upgrade?

Updating a site to 4.0.8.1  from something... in the dark ages.... 4.0.5.1 I think.

It's asking me run a query.  I am on hosted cloud. Do we have access to PHPMyAdmin or any sort of panel server interface to do this?

I've never noticed it before if we do.

Answer is no.

The 'lords of the cloud' must be summoned.
