For IPB 3, I could easily change the default user photo by changing /public/style_images/master/profile/default_large.png and /default_thumb.png to basically whatever I want it to be.

I know IPS 4 doesn't use the /public/ folder anymore. How do I change this now?

Scratch this. I discovered it almost right away after posting. I had Designer's Mode enabled.

In the Admin CP, you have to go to Customization > Themes. In there, Designer's Mode needs to be disabled, then you click the dropdown menu on the right side for whichever theme you want to modify. Select "Manage Resources" and it can be modified in there.
