Noob needs paid designer help

Hi,

If I wanted a "go to" paid person to help me make changes and help with the design that knows the ips 4.5 software inside and out, where would I find him/her? What is the rate per session/job/hour? How are they paid? Is there a list of designers that has ratings for each since this is shopping for a service?
