Did the 5.1 upgrade still slow to post

It is taking 14 seconds to post, even after I did the .5.1 upgrade..  there is plenty of engine power,, that is not the issue.. 

 

When i post here, it take about a second..  I cleared the cache & checked the data base.

 

How long is it taking other forums to post?
