IP.Downloads "Enter File Information" should be similar to IP.Gallery

After you upload a file in IP.Downloads, you're asked to "Enter File Information" to edit the file's title, description, version, tags, etc.  You should make the process and layout similar to IP.Gallery images, where you click through each image.

I find it strange that you offer a vertical layout in IP.Downloads but a sequential layout in IP.Gallery.  It's not consistent across those two applications.
